ARCNet specific:
- report hostmasks on ping timeout
- removed a dodgy looking 'make it work' thing..
  a while 2 loop was changed to while 6 to make whois
  actually reply with a real "nick is a BOFH"
- added documentation (documented all patches)
- added a '#channel: is in conference mode.' server notice
  to users joining a +D channel
- worked around a patch that shouldn't have been submitted apparently

ircu2 specific:
- set special TOS values on BURST (by me)
- delayed joins (channel mode +D)
- support for more clients/server
- glines can now give reasons
- you can't change nicks on a moderated channel

- Small fix, somehow all usermodes that you changed while being oper
  but NOT being bofh would return that you are now a bofh.

- changed the setmask command, somehow it managed to fix the setmask buffer
  overflow a little *too* well.... =)

- New cvs sync, now includes: keys, iptos2 and hide8

  For testing only.. should work like the others =)

  (you have to setup the server port as listening manually
   f.ex. P::*::8000 (you should also change your user port
   to P::*::6667) read the example config for more info.)

- Used run's way of detecting unix sockets.
- Changed the way the tos patch works.
